Penelitian ini bertujuan untuk menganalisis kinerja pegawai berdasarkan Tugas Pokok dan Fungsi pada Kantor Dinas Perhubungan Kota Palu. Rumusan masalah dalam penelitian ini adalah bagaimana kinerja pegawai berdasarkan tugas pokok dan fungsi dinas perhubungan kota palu. Informan dalam penelitian ini adalah pegawai Dinas Perhubungan Kota Palu yang ditentukan dengan teknik purposive. Teknik pengambilan dan pengumpulan data terdiri dari observasi, wawancara dan dokumentasi. Teknik analisa data meliputi reduksi data, penyajian data dan penarikan kesimpulan. Adapun kinerja yang digunakan dalam penelitian ini yaitu teori Handoko (2001:112) yang meliputi Efisiensi dan Efeltivitas. Hasil penelitian kinerja pegawai berdasakan tugas pokok dan fungsi Dinas Perhubungan Kota Palu belum sepenuhnya menunjukkan hasil yang baik. Efektifitas belum menunjukkan kinerja pegawai berdasarkan tugas pokok. Efesiensi belum menunjukkan hasil yang baik.
